Those regimes transmit differently. Drawdown adds effective supply to the commercial balance and has historically blunted front-end strength and softened nearby spreads, while active refilling creates a standing bid in the sour grades the reserve typically buys and can tighten those differentials at the margin. What matters here is less the absolute level than the direction and pace relative to the prevailing regime, and whether the change reflects scheduled sales, buyback execution, or paper transfers between accounts, distinctions the accompanying detail usually clarifies. Prior form shows the market largely looks through small weekly moves, with the reserve only re-entering the price conversation when release or purchase policy itself shifts, at which point it is the announced volumes and delivery windows rather than the stock level that reprice the curve. The follow-ons are the weekly inventory report's commercial crude and product lines, any departmental commentary on purchase or sale scheduling, and the behaviour of the WTI front spread and Gulf Coast sour differentials as the cleaner tells of physical balance.
