Context

Hyperscaler-backed power procurement has become the defining demand story for US utilities, and this sits squarely in that pattern: a regulated utility committing multi-billion-dollar capex against a long-duration contracted offtake with a technology buyer whose load growth is data-centre driven. The structure matters more than the headline size. A 20-year PPA converts the spend into contracted revenue, which for a regulated utility is the mechanism that supports rate-base growth and, historically, the kind of visible earnings trajectory that has re-rated the sector's stronger names. The fuel cell angle is the less familiar element; utility-scale generation of this type is far less proven at this capacity than gas, nuclear, or renewables paired with storage, so execution and technology risk sit above the norm for contracted utility projects. Prior form in comparable deals has been that the utility's shares respond to the contracted return profile and any associated regulatory treatment, while the hyperscaler's shares barely register the commitment given its balance sheet scale. The follow-ons are the disclosed terms of the PPA, the regulatory and permitting path in Wyoming, and whether this reads as a template other utilities with data-centre-adjacent service territories attempt to replicate.
