A move from a deeply negative reading toward zero is a narrowing of contraction rather than a return to expansion, and rebounds of this size in a diffusion series have historically reflected base effects after a weak print as often as genuine improvement. The prior reading near -40 was itself an extreme, and episodes where a survey normalises from such lows have tended to be treated as noise until corroborated. The transmission channel is the RBA's read on housing supply and domestic activity, which feeds the rates debate only when it aligns with the labour and inflation data that actually drive policy.
