Downward revisions of a tenth in a central bank business survey of this kind are common late in a quarter and rarely carry standalone signal; what has historically mattered is the direction of travel across successive releases, since the survey's component detail on activity, order books and hiring tends to lead the official GDP print and the staff projections that feed ECB forecasts.
