Context

The Credit Conditions Survey is one of the softer inputs in the BoE's toolkit, but it has historically punched above its weight when lending supply tightens alongside falling mortgage demand, a combination that in past episodes has preceded a slowdown in housing transaction volumes and, with a lag, in secured lending growth and consumption. The composition matters more than the aggregate: tighter supply to households with weakening house purchase demand points to both legs of the credit channel softening at once, whereas unchanged unsecured demand against reduced unsecured supply is the pattern that has historically squeezed marginal borrowers and shown up later in arrears data. The transmission runs through mortgage approvals, effective mortgage spreads and ultimately the consumption response that the MPC watches as the real-economy read-through of its own tightening. Persistent net tightening balances in this survey have on previous occasions been cited by the Bank's own commentary as evidence that policy is restrictive, which is why the survey tends to matter most when the committee is debating the duration rather than the direction of the stance. The follow-ons are the money and credit aggregates for confirmation in actual lending flows, and whether the next quarter's survey shows the tightening broadening into the corporate sector rather than staying concentrated in households. As a quarterly survey it is a slow-moving tell, more useful for direction than timing.
