Context

Capacity utilization is a second-tier Canadian release that rarely moves the front of the curve or the currency on its own; its value is cumulative, feeding into the Bank of Canada's estimate of the output gap, which is the central bank's own preferred slack measure. A sequential pickup of this size reads as tightening spare capacity and, at the margin, sits awkwardly with an easing bias, though a single quarter has historically not shifted BoC communications absent corroboration from inflation and labour data. The distinction that matters is whether rising utilization reflects genuine demand strength or capacity destruction on the supply side, since the latter is inflationary without being cyclical and has been a live issue in episodes where investment ran soft. Follow-ons are the business outlook survey's capacity pressure gauges, the next CPI print, and whether the BoC's own slack language in its rate statements and projections echoes the direction here. As an input to the rates debate rather than a market-moving print, the signal is directional and low-conviction in isolation.
