A Caixin attribution matters; it is the outlet most often used to float policy direction ahead of formal notice, so the headline reads as signalling rather than settled rule. The distinction that matters for positioning is between a halt on new capacity and any move against existing output: the former tightens the forward supply curve and has historically been read as supportive for incumbent margins and for lithium pricing expectations, the latter would be a demand-side shock for the raw material chain. Prior form in comparable episodes is that listed leaders outperform the smaller, unprofitable tail once the review narrative takes hold, since the stated aim is usually orderly capacity rather than sector contraction. What is worth watching next is confirmation from the ministry level, the scope of the review (batteries alone or the upstream cathode and lithium chain), and whether provincial project approvals actually freeze, which is where such directives have sometimes been quietly diluted.
