The distinction worth drawing is between voluntary discipline, which producers have tended to undercut once margins recover, and administrative controls, which in past episodes have tightened the physical market and compressed the rebar-iron ore spread in mills' favour. The follow-ons that matter are whether the language is echoed by planning or industry ministries, whether output targets are quantified at the provincial level, and whether high-frequency blast furnace utilisation actually rolls over. As an association communiqué rather than a government directive, the statement signals intent but not yet enforcement.
