Context
China's retail fuel pricing runs on a scheduled adjustment window, with the state planner moving gasoline and diesel ceilings in line with a basket of international crude benchmarks over the prior period, and a decision not to adjust is itself a routine outcome when the underlying move falls inside the mechanism's no-change band. Episodes of this kind are common and are not, in themselves, a policy signal; the mechanism has historically been applied mechanically, with the planner occasionally skipping or delaying changes when crude moves are small. The distinction worth drawing is between a skip within the band and a deliberate suppression of an otherwise warranted increase, since the latter has in past episodes been used around politically sensitive moments to hold down consumer prices at the cost of refining margins. Where adjustments are withheld while crude rises, the compression shows up in the profitability of the domestic refiners and the listed oil majors rather than in pump prices. The follow-ons are the direction of the crude basket over the next window and whether the planner resumes adjusting on schedule, which distinguishes a mechanical skip from intervention.
