CPC blend is the flagship Kazakh crude, shipped through the Caspian Pipeline Consortium to Novorossiysk on the Black Sea, and month-on-month swings of this size have historically reflected operational rather than market events: storms and weather halts at the marine terminal, maintenance at the loading buoys, or technical problems on the pipeline itself. The stabilisation framing fits the usual pattern, in which a depressed prior month mechanically produces a large recovery print once normal loading resumes, so the number is best read against the run-rate for the season rather than as new supply. The transmission channel is into Mediterranean and southern European refinery balances, where CPC competes with other light-sour and medium grades, so the relevant watchpoints are the CPC differential to dated Brent and any discount adjustments by competing sellers rather than the flat price.
