Context

Cushing is the WTI delivery point, so swings in its tanks carry a direct line into the prompt WTI spread and the shape of the front of the curve rather than flat price alone. A swing from a build of this size to a draw points to either stronger refinery pull, heavier pipeline and export flows out of the hub, or both, and prior episodes of sustained Cushing draws have tended to firm nearby timespreads even when the national crude balance was looser, since it is the deliverable barrel that anchors the contract.
