Sector transmission runs through coal fleet economics, since emission standards have been the binding constraint on plant retirement schedules, and through gas demand where coal-to-gas switching was compliance-driven rather than price-driven; renewables and developers dependent on the compliance demand for clean generation sit on the other side of the trade. A point worth noting is that administrations have reversed these rules in both directions before, and regulated utilities have at times continued retiring coal capacity regardless, because long-dated capex decisions price regulatory instability rather than the rule of the day.
