The distinction worth drawing is between opening clusters and closing them: openings are politically cheap and common, closures require reforms to be verified and are where timelines slip, often by years. The actors to track are the member states with prior form in wielding vetoes on enlargement, and whether this step is bundled with conditionality on rule-of-law or reconstruction financing. For markets the transmission is thin: accession progress has tended to show up at the margin in Ukrainian sovereign risk and in EU budget and enlargement debates rather than in core rates or FX.
