Context

Brussels has form here: over successive cycles the bloc has steadily built out a defensive trade arsenal, from anti-subsidy instruments and foreign subsidy screening to procurement reciprocity tools, and a measure framed around potentially excluding a major trading partner from the single market sits at the harder end of that trajectory. The distinction worth drawing is between instruments that price in a tariff or duty and instruments that restrict market access outright; the former compresses margins for affected exporters, the latter forces supply-chain rerouting and is the kind that has historically drawn formal retaliation. China has a track record of responding to such moves with targeted countermeasures against politically sensitive export categories rather than broad escalation, and that sequencing tends to matter more for European industrial and luxury names than for the currency directly. The currency channel has typically run through risk sentiment and terms-of-trade rather than the announcement itself, with EUR tending to react only when measures are adopted rather than floated. What is worth watching is the usual Brussels sequence: whether this is a Commission proposal or a member-state leak, the qualified-majority politics around it, and the timing of any Beijing response. As a plan rather than a decision, the signal is directional and the follow-ons are legislative.
