Accession proposals of this kind follow a well-worn enlargement template: incumbent members with large farm sectors have historically sought to ring-fence the Common Agricultural Policy and market access before admitting a large agricultural producer, since direct payments and tariff-free entry are funded from a fixed envelope and a new large claimant dilutes existing beneficiaries. The signal here is less about Ukraine than about the internal politics of enlargement, where the sequencing has typically run from member-state positioning, through Commission drafting, to unanimity-stage horse-trading, and early leaks of this sort have tended to set the opening bid rather than the final terms. The actors to note are the Commission as drafter and the large farm-state members as the effective veto constituency, both with prior form in extracting transition periods and phased subsidy access in earlier rounds. The relevant distinction is between transitional safeguards, which erode over time, and structural caps on entitlements, which persist; the two price very differently for Ukrainian farm economics and for EU budget arithmetic.
