Context

Approvals of this kind sit inside the EU fiscal framework's carve-out mechanism, under which governments facing exceptional energy costs have sought flexibility to keep related spending outside standard deficit and debt calculations. Greece has form here: it has been among the more active users of energy-related flexibilities since the framework was rebuilt, reflecting both its exposure to imported energy and its post-programme status, where compliance signalling to Brussels and to markets carries more weight than for most peers. The sequence in comparable episodes has been that Eurogroup sign-off precedes the technical detail on how the excluded amounts are measured and for how long, which is where the actual fiscal room gets determined. For spreads, the relevant channel is the Greek BTP-Bund and OAT-Bund peer complex: exemptions that are treated as one-off and energy-linked have historically been read as neutral to mildly supportive, whereas anything that looks like a durable loosening of the primary balance path has tended to cheapen the longer end. What follows is the formal decision text and any quantification of the excluded envelope, plus whether other member states cite the approval as precedent for their own requests.
