Sequencing in prior rounds has been Commission proposal, qualified-majority wrangling among governments, then a compromise that falls short of the most aggressive option, so 'resumed work on options' reads as the early stage of that cycle rather than an imminent decision. The transmission channel on any escalation runs through euro sovereign and custodial risk premia and through the FX reserve-diversification narrative rather than through Ukraine funding arithmetic itself. Worth watching is whether the legal basis shifts from windfall profits to the principal, and whether the holdouts move, since unanimity or near-unanimity has been the binding constraint throughout.
