Agency MBS has had a meaningful price-insensitive buyer in the Fed for most of the past decade and a half, so any shift in the retained portfolios of the enterprises themselves is a return to an older regime rather than a novel one: before conservatorship, Fannie and Freddie were the swing buyers of their own paper, and the size of those portfolios was itself a policy variable. The transmission channel is the basis, specifically the current-coupon OAS against Treasuries and swaps, where incremental retained-portfolio demand compresses the spread that money managers and banks require to hold production. A buyer of this kind also absorbs net supply, which matters more in a regime where the central bank is running off rather than adding. The questions that follow are mechanical: whether purchases are funded and hedged within existing portfolio caps or presage a lifting of those caps, whether the desk is concentrating in specified pools or TBA, and how much is directive versus remark, since single-official statements about enterprise balance sheets have a history of being walked back or quantified later. Worth watching are the next portfolio disclosures, any Treasury or FHFA follow-through on cap language, and the behaviour of the specified-payup and dollar-roll markets as the first places added demand would show.
