The distinction that matters is between gross portfolio transactions and net capital movement; the balance that feeds the currency debate is the net of Canadian purchases of foreign securities against foreign purchases of Canadian securities, and one leg alone says little about direction. Episodes of this kind have rarely repriced the loonie on their own, since positioning in CAD is driven far more by the rate differential against the US and by commodity terms of trade than by portfolio flow residuals. The follow-ons are the companion legs of the release, foreign buying of Canadian bonds and equities, and any attribution to a specific corporate event, which in this series has often explained outsized prints. As a standalone flow statistic, the signal is weak until the net picture is known.
