Misses of this size in a single country survey rarely move euro assets on their own; the established pattern is that French data matter most when they feed the OAT-Bund spread, which historically widens less on cyclical prints than on fiscal and political developments in Paris. Where French soft data have had traction in past episodes is as an input into the ECB's read on the euro area's second economy, and there the composite surveys and the German releases carry more weight than INSEE. The distinction worth drawing is between a survey consistent with stagnation, which this level has signalled for some time, and one showing acceleration lower, which a two-point drop from a revised prior would begin to suggest only if confirmed across components. The follow-ons are the sector breakdown within the release, the next round of flash PMIs for confirmation, and any revision pattern in the prior months. As a standalone print the signal is soft but not regime-changing.
