Coordinated emergency stock releases have historically been the G7 and IEA's instrument of first resort when supply disruption or price spikes threaten members, and the pattern is that pledges arrive ahead of barrels: headline volumes are announced collectively, then allocated across members, with actual drawdowns typically arriving smaller, slower, and in some cases left incomplete. An internal document tying a new pledge to an unfinished prior release fits the recurring problem with these programmes, namely that member commitments are political rather than mechanical and the gap between announced and delivered volumes has been a persistent feature rather than an exception. The distinction that matters for crude pricing is between strategic stock draws, which add prompt physical supply and tend to flatten nearby spreads and soften timespreads, and demand-side or diplomatic measures, which work through expectations only. If the new volume is netting against an older undelivered commitment, the incremental physical addition is smaller than the headline figure implies, and that arithmetic has usually been the first thing the physical market re-prices. The follow-ons are the per-member allocation, the grade and delivery schedule, and whether the pledge is presented as new barrels or a rephasing of the existing programme, since that determines how much of it reaches the prompt market at all.
