Diplomatic initiatives around the Strait of Hormuz have surfaced repeatedly in past episodes of elevated Gulf tension, and the pattern has been consistent: the announcement of talks has tended to trim the geopolitical risk premium in crude faster than any actual de-escalation, since a large share of that premium is a tail-price for supply interruption rather than a response to barrels actually lost. The distinction worth drawing is between talks about restoring maritime passage, which imply transit is currently impaired or threatened, and talks about containing a dispute while flows continue; the former carries more residual risk even if diplomacy succeeds, because tanker rates, war-risk insurance and rerouting decisions adjust on their own lag and do not snap back with a communique. Oman's role as intermediary is its established form; Muscat has historically served as the back channel between Gulf capitals and Tehran, and its sponsorship of a meeting has on previous occasions been an early marker of broader contacts rather than a standalone event. The tells to watch are whether the meeting is confirmed and at what level, whether tanker traffic and insurance pricing through the Strait actually normalise, and whether other Gulf states sign on or keep distance.
