India has historically pursued crude storage and refinery participation deals with Gulf national oil companies, and the UAE has been among the more active Gulf states in placing equity and crude into Indian energy infrastructure. The usual sequence is a memorandum first, commercial terms much later, and markets have tended to treat the headline stage as noise unless accompanied by volumes, equity stakes, or crude allocation commitments.
