India cuts windfall tax on diesel exports to INR 16/ltr (prev. INR 20/ltr) from October 1st

A cut of this kind is administrative rather than discretionary easing: the formula has tended to track diesel cracks, so the reduction signals that export margins have compressed rather than that policy has shifted. The channel runs through the incentive to export versus supply the domestic market; a lower levy marginally improves netbacks for export-oriented private refiners, which has historically been the group most sensitive to the duty, while state refiners supplying domestically are largely unaffected. At prior episodes where the tax was cut to low levels, exports became more competitive and Asian diesel supply marginally looser at the margin, though Indian volumes are a swing rather than a structural factor in the regional balance. Worth noting is the cadence: the next scheduled review is the near-term follow-on, and a continued downtrend in the levy toward zero has in the past preceded full removal when cracks normalised.
