Context

Iranian negotiating messaging through state media has historically followed a two-track pattern: public hardening of terms for domestic consumption alongside private continuation of contacts, and the choice of IRIB as the conduit is itself part of the signalling rather than a breakdown of process. Partial acceptance of conditions by one side, publicly declared insufficient by the other, has in past rounds of these talks tended to mark a mid-stage position-taking phase rather than a terminal rupture; the episodes that genuinely ended talks were typically accompanied by a suspension of channels, not by commentary about changed diplomacy. The distinction that matters for crude is between negotiation noise, which in comparable stretches has added only a transient risk premium that faded as the track held, and actual interruptions to physical flows or transit, which reprice freight, insurance and the front of the Brent and WTI curves durably. Remarks from senior military figures such as Rezaei carry a different weight than foreign ministry language; security establishment endorsement or scepticism has historically been a tell for whether Tehran's negotiating position has room to move. The follow-ons worth noting are whether any counterparty confirms the claimed partial acceptance, the posture of the nuclear and sanctions file in the days after, and Gulf shipping insurance and tanker behaviour as the physical stress test of the rhetoric.
