Iranian commanders have a long track record of framing Hormuz control as a deterrent centrepiece without following through on closure threats, and full closure has never in fact been executed even at the height of prior standoffs, partly because Iran's own exports transit the same waterway. The follow-ons worth noting are whether the remarks are paired with IRGC rather than regular navy attribution, any parallel commentary from Gulf or Western officials, and tanker traffic data through the strait in subsequent days. Absent an operational component, this reads as standard deterrence messaging rather than an escalation step.
