The operative distinction is between rhetorical closure and physical enforcement: the channel that matters is whether tankers actually stop transiting, which shows up first in freight rates, war-risk insurance premia, and ship-tracking data before it shows in prompt crude. Roughly a fifth of global oil supply and a large share of LNG trade passes through the strait, which is why even unenforced declarations tend to put a risk premium into the front of the crude curve and widen the prompt backwardation.
