The transmission channel, when one exists, runs through freight rates, war-risk insurance premia and rerouting decisions rather than through physical supply, since an outright closure has never been sustained and the strait's throughput is too central to Iran's own exports and its regional relationships to be casually severed. The cooperation clause is the sharper edge: extending liability to vessels transacting with sanctioned tonnage widens the net toward shadow-fleet logistics, where enforcement risk has previously pushed up costs in the sanctioned crude trade rather than in the benchmark market directly. A published list with no accompanying incident has historically been read as signalling and priced accordingly, with any crude premium fading absent a kinetic follow-on. What distinguishes signal from substance is the first enforcement action against a listed hull, any Iranian naval or IRGC activity around the chokepoint, and the response of insurers and flag states. Until then the event sits in the established category of Hormuz rhetoric, frequent and rarely acted on at scale.
