The reference to loadings outside of Hormuz is the operative detail, since Iraqi barrels moving via non-Gulf routes, such as pipelines to the north or alternative export channels, carry different freight, insurance and grade-placement economics than Basrah loadings, and floor prices set on those tenders tend to embed the cost of the longer or more constrained logistics rather than a read on outright crude. Comparable episodes of state sellers fixing tender floors during route disruption have tended to tighten prompt differentials for the affected grades while leaving the flat price more responsive to the underlying disruption itself. The transmission to watch is in medium sour differentials and the bid-offer on competing regional grades, since a firm Iraqi floor re-anchors what refiners must pay for substitution barrels. The follow-ons are whether the floor holds against actual tender awards, whether volumes through the alternative route are sustained, and whether other regional producers adopt comparable pricing protections.
