The distinction that has mattered for rates markets is between accounts funded by transfers or existing surpluses, which are broadly neutral for issuance, and accounts that ultimately require incremental bond supply, which feed into the long end and the super-long sector where the fiscal premium already sits. Ministers in this position have historically answered 'not yet decided' when the MOF and the ruling party are still negotiating, so the comment reads as process status rather than a policy signal. The tells are any subsequent reference to a deficit-covering bond, the size of the eventual package relative to initial framing, and whether the funding debate surfaces around a supplementary budget. Until a source is named, this is an open variable for the JGB curve rather than an event.
