The questions that matter are the trigger behind the consideration, which routes or cargoes the backstop would cover, and whether it replaces withdrawn private capacity or merely supplements it, since the former signals a more severe dislocation in the insurance market. Japan's position as a large crude importer with a significant domestic insurance sector gives it both the motive and the machinery for such a step, and past practice in this area has been for like-minded import-dependent states to coordinate rather than act alone.
