Context

Weekly Ministry of Finance flow data of this kind is among the most frequently published and least market-moving prints on the Japanese calendar; a near-unchanged reading in net foreign bond sales signals continuity rather than a shift. Episodes where Japanese investors have been sustained net sellers of foreign bonds have historically coincided with elevated FX hedging costs and widened yield differentials in their favour at home, a configuration that reduces the appeal of hedged Treasuries and other core foreign duration. The distinction that matters in this series is hedged versus unhedged behaviour: unhedged buying is a yen-negative flow, while hedged selling tends to show up through cross-currency basis and front-end differentials rather than spot. The print sits alongside the companion series on Japanese buying of domestic bonds and foreign buying of Japanese securities, and it is the combination that has historically carried the signal for JGBs and the yen rather than either line alone. The follow-ons are the same release next week and any month-end rebalancing flows, which can distort a single weekly observation. As a low-frequency sentiment indicator on Japanese institutional allocation, the signal is incremental.
