Context

A decline of this size in Japan's reserve holdings is typically read two ways before anything else: valuation effects on the non-dollar portion of the stockpile when the dollar is firm, versus actual drawdowns to fund yen-buying intervention. The distinction matters because the composition of the change, securities versus deposits, only becomes clear in the accompanying breakdown, and a fall concentrated in deposits is the classic signature of spot intervention while a fall in securities points to either sales or price effects on the bond holdings. Episodes where Japan has actually spent reserves on the yen have historically shown up in this series with a lag, and the monthly print has on past occasions been the first public confirmation of operations the market had only inferred from price action and current account data at the Bank of Japan. Absent intervention, month-to-month moves of this magnitude have been common purely on currency translation and bond valuation. Worth noting is that the intervention-relevant flow is what the MoF later discloses in its own operations data, which this reserve print precedes.
