The outage half of the cycle has typically produced only muted and short-lived support in crude, because the barrels are treated as deferred rather than lost, and the restoration headline correspondingly unwinds whatever risk premium the interruption added. The distinction that matters is whether the return to normal refers to production or to export flows through the terminal itself: Kazakh output can run ahead of CPC throughput only briefly before storage constraints force curtailment, so confirmation that the pipeline and marine facilities are genuinely cleared is the operative tell. Worth watching is whether attack cadence on the route continues, since repeated strikes have at times kept effective capacity below nameplate even when flows nominally resume. Kazakh volumes also sit awkwardly against the OPEC-plus framework, where the country's compliance record has historically been loose, so restored output feeds the wider overproduction debate within the alliance.
