The distinguishing questions are size relative to free float and cash generation, and pace: programmes executed quickly and fully have historically been read as balance-sheet confidence, while those left to drift toward their outer deadline are often treated as optionality rather than commitment. The lengthy completion window in this case leaves execution discretion with management, so the run-rate of actual purchases in the periodic disclosures is the tell that separates the two readings. For the sector, one major German auto returning capital raises the comparison question for domestic peers on payout policy, a pattern that has on previous occasions produced follow-on programmes within the peer group.
