The transmission channel is not the investigation itself but the provisional duty phase, since that is when Mexican import costs for the targeted product actually reprice and Japanese plate volumes tend to get displaced into other export markets. These probes are a common defensive response when import penetration rises against a weak domestic pricing backdrop, and Mexico has prior form on steel trade remedies, as have most mid-sized producers facing surplus Asian supply. The split worth drawing is between plate-specific duties, which mainly reshuffle regional trade flows, and broader steel measures, which carry more weight for flat products pricing globally.
