The distinction that has historically mattered is between production outages, which are typically brief and reversed within days once damage assessments clear, and refinery or port disruption, which lingers and shows up in product cracks and regional differentials rather than in flat crude. Storms of modest expected intensity approaching hurricane strength have tended to produce short-lived crude rallies that fade on landfall unless infrastructure takes real damage; the lasting moves in past episodes have come in gasoline and natural gas where refining, pipeline or liquefaction capacity was actually impaired. Worth noting is that the Gulf is no longer the dominant share of US crude supply it once was, which has dampened the crude response relative to earlier cycles, while the concentration of LNG export capacity on this coastline has added a newer channel on the gas side.
