Official selling prices from Gulf producers are monthly formula settings rather than spot signals; they establish the differential against a benchmark (for Oman, the Dubai Mercantile Exchange contract) at which term barrels are offered to Asian refiners, so the OSP itself conveys less than the change versus the prior month and versus expectations in the physical market. Historically, the informative comparison is the direction of the adjustment against the prevailing structure of the Dubai curve: producers raising OSPs into backwardation have tended to signal confidence in regional crude demand, while cuts against weakening refining margins have preceded softening in Middle East differentials. The Oman print matters chiefly as a read-across to the settings from larger regional producers, whose formulae tend to follow the same logic on a similar calendar, and to the Dubai/Brent spread that governs east-west arbitrage. Worth noting that the quoted level sits well above prevailing flat price in recent years, which raises the possibility of a transmission or transcription anomaly in the headline itself; that distinction is worth resolving before treating the figure as a formula level at face value.
