Context

Daily open market operations of this size are routine liquidity management rather than a policy signal; the informational content sits in the rate, not the volume. With the 7-day reverse repo now the PBoC's main policy rate, an unchanged setting is the default and simply confirms the prevailing stance, while past shifts in this rate have been the channel through which easing or tightening intent is communicated, ahead of any move in the LPR fixings that follow it. The split worth drawing is between the rate decision and the net injection: the former signals policy, the latter reflects seasonal cash demand, tax cycles and government bond issuance, and large gross injections have historically coincided with drains elsewhere rather than net easing. The follow-ons are the MLF operation and the monthly LPR fixings, where any change in the policy rate has tended to transmit. On prior form, small-scale operations at an unchanged rate leave money market rates and the CNY fix to trade on other drivers.
