Context
A fix materially weaker than the survey consensus is the PBoC's standard way of signalling tolerance for depreciation without formally changing policy: in past episodes of this kind the gap between fix and estimate, rather than the fix itself, has been the operative signal, since the midpoint anchors the daily trading band and effectively sets where spot can trade that session. A sequence of weaker-than-expected fixes has historically been read as the authorities leaning with, rather than against, market pressure on the currency, whereas a single miss tends to be absorbed as noise unless repeated. The distinction worth drawing is between smoothing and directional intent: countercyclical settings that track the prior close point to smoothing, while fixes that consistently undershoot consensus point to acceptance of a weaker trajectory. The follow-ons are whether the pattern persists across consecutive sessions, where spot trades relative to the band limits, and any state-bank presence in onshore markets, which has on previous occasions marked the line between tolerance and defence. Offshore CNH's spread to the onshore rate is the usual tell of how the signal is being received.
