Context

A doubling of a regional manufacturing index in a single month is at the extreme end of what these surveys typically print, and precedent with jumps of this size is that they invite more suspicion of the sample than re-rating of the cycle. The Philly Fed is a small-sample diffusion survey with high month-to-month variance, and outlier prints in the regional Fed set have historically been prone to partial reversal in the following month rather than confirmation. The transmission, if any, runs through the read-across to the national ISM manufacturing survey, where the regional Fed indices serve as the standard leading cross-check; the new orders and employment subindices, not the headline, are what have tended to carry the signal into that release. A print this far from trend also raises the base-effect question: whether the prior month's depressed reading flattered the move. Rate-market response to single regional surveys has generally been confined to the front end and brief unless corroborated across the other regional Feds and the national data flow.
