The forum suggests Bowman may avoid comments on monetary policy or the economic outlook. In late June, Bowman completed a reorganisation of the bank oversight unit. The changes shift people and resources into four groups: Supervision; Financial Research, Risk & Applications; Regulation & Policy; and Business Enablement. An October plan to cut staff by roughly 30% went unaddressed. In January, Bowman had proposed cutting the community bank leverage ratio from 9% to 8%, and she also wanted to remove “reputation risk” from supervision, rewrite stress testing, clarify “unsafe and unsound” definitions, and possibly index bank-size thresholds to nominal GDP. Elsewhere, last week, Senate Banking Committee’s Elizabeth Warren asked the Fed inspector general to review whether Bowman violated central bank rules by speaking at an invitation-only BofA client dinner in June, which came during the FOMC blackout period; Bowman said she did not discuss monetary policy at the event, and complied with all rules.
