Russia's floating export duty regime on wheat has been the main administrative lever on the world's largest wheat exporter for several seasons, and suspensions or recalibrations of it have historically been read as an effort to keep Russian origin competitive when the export tax was pricing it out of tenders, or to clear domestic surpluses when intervention stocks and farmer selling were pressing. The channel runs through FOB competitiveness: a suspended duty lowers the effective floor on Russian offers, and in past episodes that has tended to compress Black Sea FOB values first and then transmit into MATIF and Chicago via the arb, since Russian wheat sets the marginal price in Middle East and North African tenders. The reported duration, through 2026, is longer than the rolling adjustments the market is used to, which shifts it from a tactical tweak to a structural assumption in forward balance sheets. Worth distinguishing is whether this reflects ample domestic supply, in which case the pressure on offers persists, or a policy concession to exporters that leaves quotas and the underlying crop as the binding constraint. The follow-ons are the next crop estimates, tender results out of Egypt and similar buyers, and whether the quota system is touched alongside the duty.
