Acknowledgements of domestic fuel tightness from Novak have historically been the precursor to administrative measures rather than a market signal in themselves: the established sequence is official denial or downplaying, then confirmation of regional shortages, then restrictions on refined product exports to prioritise the domestic market. Episodes of this kind have typically traced back to a combination of refinery maintenance, outages at specific plants and seasonal demand, with the duration of any export curbs keyed to how quickly utilisation recovers. The distinction that matters is between crude flows, which Russia has historically protected, and product flows: it is gasoline and diesel exports that absorb the adjustment, which is what transmits to product cracks and to the buyers of Russian barrels in those markets rather than to the crude balance itself.
