The established transmission channel is not crude supply but the products market: Russia is a major seaborne diesel exporter, so the loss of barrels has historically widened European diesel cracks and the gasoil-ICE Brent spread, tightened prompt timespreads, and pulled replacement cargoes from the Middle East and Asia, with knock-on effects on freight rates as tonne-miles lengthen. The distinction that matters is between a blanket ban and one with carve-outs for pipeline deliveries or producer quotas, since prior rounds leaked materially once exemptions were defined. Enforcement is the other variable, with grey-market and re-export flows having blunted earlier versions. The follow-ons are the formal decree and its scope, domestic wholesale fuel price readings that drive the policy, and any response in European gasoil inventories and refinery margins. As an unconfirmed press report pending official confirmation, the initial price reaction has historically been prone to partial retracement on the fine print.
