The precedent is that such targets are aspirational and capacity-bound: pipeline gas to China moves only as fast as the trunk lines and any follow-on project get built and financed, and negotiations over new routes have historically been protracted, with Beijing extracting favourable terms given the absence of alternative buyers. The distinction worth drawing is between pipeline volumes, which are locked by contract and geography, and LNG, where Russia faces sanctions friction on new liquefaction capacity and shipping. For the European balance the read-through is indirect: the more Russian molecules are committed east, the smaller the residual swing supply that could ever return west, which is the channel that matters for long-dated TTF risk premia rather than the prompt. Worth noting is whether the target is backed by a signed route agreement or remains rhetoric, as past episodes have shown a wide gap between Kremlin messaging and sanctioned, financed capacity. China, for its part, has prior form in letting such talks run until pricing suits it.
