The distinction that matters for crude is between a vote that would actually bind executive action and one that is declaratory; only the former has historically touched the geopolitical premium in WTI, and then mainly through the tail-risk channel rather than physical supply. Timing clustered before an election adds a second layer, since repeated votes of this kind have served to force members on the record rather than to shift policy, which dampens any single vote's market content. The tell worth tracking is the whip count and whether any Republicans break, since crossover support is what has separated symbolic exercises from ones with follow-through in past episodes.
