Context
Producer pushback against Australian domestic gas reservation has a long history: east coast supply policy has been contested since the Queensland LNG projects began exporting against a backdrop of rising local prices, and intervention has ranged from reservation schemes on legacy fields to the trigger mechanism allowing export curbs and, in past episodes, temporary price caps on wholesale gas. The pattern is that producers warn of investment chilling and contract sanctity, governments cite supply security for domestic industry, and the eventual design lands somewhere between, often with carve-outs for existing contracts and exemptions intended to keep new supply viable. The mechanism that matters for Shell is its exposure through Queensland export LNG and upstream equity: reservation forces diversion of flexible or uncontracted volumes into the domestic market, compressing the realised price on those molecules while leaving contracted LNG offtake largely intact. Historically the binding question has been whether a scheme applies prospectively to new developments only, which preserves incumbents but deters the marginal project, or reaches back into existing operations, which raises sovereign risk premia across Australian energy assets. What bears watching is the consultation and drafting stage: the scheme's trigger thresholds, exemption scope, and treatment of third-party tolling on LNG trains determine whether this is headline friction or a genuine change to project economics. Comparable interventions elsewhere have tended to be diluted between announcement and implementation, which is the usual tell.
