The acceptance ratio here is low relative to offers, which is the usual pattern for these operations: dealers tender generously into a cheap exit for seasoned, illiquid lines, and Treasury buys only where the offers clear well inside its fair-value bar. The O/C print of 4.176% is the metric that matters on the tape, since it tells dealers where Treasury marked the securities it took; a print wide of prevailing levels is the tell that dealers were dumping genuinely cheap paper, a tight one that the operation was routine. Concentration in a handful of eligible securities is normal for TIPS buybacks, where the eligible pool is narrow and one or two off-the-run lines tend to dominate the tender. The follow-ons are minor: these operations have historically been absorbed without lasting effect on the curve, though they marginally improve liquidity conditions in the specific securities retired. The tags attaching Realty Income and retail REITs appear to be a data-mapping artefact and are not relevant to the operation.
