The sequence in comparable episodes runs from announcement to site and power procurement, with the binding constraint historically being grid connection and energy supply rather than capital, which is why power and cooling names have reacted more durably than the data-centre developers themselves. The FX angle in the tags is loose: cross-border direct investment of this scale is negotiated and phased over years and does not generate the kind of concentrated JPY flow that moves the pair, in contrast to portfolio or hedging flows which do. Where past Gulf-Asia deals have mattered for markets it has been through the peer set, semiconductors, utilities and construction contractors, rather than through the currency. Worth noting that 'considers' language leaves the door open to a smaller or staged commitment; prior form on headline-grabbing sovereign pledges is for the final figure to differ from the initial one.
